Foreign individuals, investors and international companies frequently need to use documents issued outside Turkey for legal, commercial and administrative procedures.
One of the most common questions is whether foreign documents in Turkey need to be translated into Turkish.
There is no single rule that applies to every foreign document. The requirements depend on the type of document, the country where it was issued, the procedure in which it will be used and, most importantly, the requirements of the Turkish authority or institution receiving it.
Depending on the procedure, a foreign document may require a sworn or notarized translation in Turkey. In some cases, apostille or another form of authentication may also be necessary.
When Is Turkish Translation Required for Foreign Documents?
Turkish public authorities, notaries and other institutions may require documents issued in a foreign language to be translated into Turkish before they can be used in an official procedure.
Translation requirements commonly arise when foreign documents are used for:
- company formation and corporate procedures,
- residence permit applications,
- work permit applications,
- Turkish notary transactions,
- property transactions,
- citizenship procedures,
- court and legal proceedings,
- education and diploma procedures,
- commercial and contractual transactions.
However, the fact that a document was issued abroad does not automatically mean that the same translation and certification procedure applies in every case.
Which Foreign Documents Commonly Require Turkish Translation?
The documents most frequently translated for use in Turkey include:
- Passports and identity documents
- Powers of attorney
- Birth certificates
- Marriage and divorce certificates
- Diplomas and graduation certificates
- Criminal record certificates
- Company certificates and commercial registry documents
- Articles of association
- Board and shareholder resolutions
- Certificates of activity
- Contracts and agreements
- Court decisions and other legal documents
The appropriate procedure should therefore be determined according to where and why the document will be submitted rather than simply translating every foreign document in advance.
Do Foreign Documents Need Notarized Translation in Turkey?
Not every translation needs to be notarized.
A sworn translation is generally prepared and signed by a sworn translator. A notarized translation involves an additional notarial procedure in which the relevant translator’s signature is certified by a Turkish notary.
The receiving institution determines whether a sworn translation alone is sufficient or whether additional notarial certification is required.
Foreign individuals dealing with powers of attorney, declarations and other official documents can read our guide to notaries in Turkey for further information about Turkish notarial procedures.
Do Apostilled Documents Still Need Translation in Turkey?
This is one of the areas that causes the most confusion for foreign applicants.
An apostille and a translation perform different functions.
An apostille is a form of authentication used under the Hague Apostille Convention for qualifying public documents between participating countries. It does not, by itself, translate the contents of the document into Turkish.
Therefore, the existence of an apostille does not necessarily eliminate a Turkish translation requirement.
For example, the Turkish Presidency of Migration Management explains in its residence permit guidance that an apostilled document to be used before Turkish institutions may still require a sworn Turkish translation approved by a notary.
For this reason, applicants should check both the authentication requirement and the translation requirement before submitting a foreign document.
Translation Requirements for Company Formation in Turkey
Foreign investors establishing a Turkish company frequently use documents issued outside Turkey.
Depending on the shareholder structure and the documents involved, these may include passports, powers of attorney, corporate resolutions, certificates of activity and other corporate documents.
Foreign investors planning an incorporation can review our complete guide to company formation in Turkey.
Where foreign-language documentation forms part of the incorporation process, the required translation, notarization and authentication procedure should ideally be determined before the documents are prepared abroad. This can help prevent unnecessary duplication of documentation and additional costs.
Translation Requirements for Residence Permit Applications
Foreign documents may also be required during Turkish residence permit procedures.
Depending on the residence permit category and the applicant’s circumstances, these may include birth certificates, marriage certificates, proof of income and other supporting documentation.
The Presidency of Migration Management specifically states that certain documents obtained outside Turkey may need to be translated into Turkish by a sworn translator and notarized.
Foreign nationals can find further information in our guide to residence permits in Turkey.
Translation Requirements for Work Permit Applications
Translation can also be an important part of the Turkish work permit procedure.
The Ministry of Labour and Social Security states, for example, that where a passport is not written in Latin letters, a translation certified by a sworn translator or official authority must be attached to the application.
The Ministry also specifies Turkish translation requirements for diplomas or temporary graduation certificates in relevant work permit applications.
Employers and foreign employees can review our work permit in Turkey guide for further information about the application process.
Sworn Translation vs Notarized Translation in Turkey
The distinction between these two procedures is particularly important for foreign documents.
Sworn Translation
A sworn translation is prepared and signed by a translator who has completed the relevant sworn translator formalities. It may be sufficient for certain applications and procedures.
Notarized Translation
A notarized translation generally involves an additional step in which a Turkish notary certifies the signature of the sworn translator.
The correct option depends on the institution receiving the document. For this reason, notarization should not automatically be arranged for every translated document without first determining the applicable requirement.
More detailed information about these procedures is available on our Translation Services in Turkey page.
What About Legal Documents Issued Abroad?
Foreign contracts, court decisions, powers of attorney, legal notices and corporate agreements may require translation when they are used in Turkey.
Legal translation requires particular attention because seemingly small differences in terminology may affect how a contractual provision, authority or legal concept is understood.
Translation should also be distinguished from legal advice. Where a foreign individual or company needs assistance understanding the legal effect of a document or completing a legal transaction, assistance from an English-speaking lawyer in Turkey may also be appropriate.
Should You Translate Documents Before Coming to Turkey?
Not necessarily.
Before arranging translations, it is useful to determine:
- which documents the Turkish authority actually requires,
- whether originals or copies are accepted,
- whether an apostille or legalization is required,
- whether Turkish translation is required,
- whether a sworn translation is sufficient, and
- whether Turkish notarial certification is also required.
This is particularly important when several corporate or personal documents are involved. Translating and notarizing documents that are not required can create unnecessary costs and delays.
Can Foreign Documents Be Sent for Translation Online?
In many cases, electronic copies can be used for an initial document review and translation process.
However, the eventual procedure may require the original document, an apostilled document or a physical copy for notarization or submission to the relevant authority.
The intended use of the document should therefore be identified before deciding whether an electronic copy alone will be sufficient.
Frequently Asked Questions About Foreign Documents in Turkey
Does every foreign document need Turkish translation?
No. Whether translation is necessary depends on the document, the procedure and the institution receiving it.
Is an apostille the same as a notarized translation?
No. Apostille, translation and notarization are separate procedures. Depending on the circumstances, a document may require one or more of them.
If my document has an apostille, do I still need a Turkish translation?
Possibly. An apostille authenticates the relevant public document but does not replace translation where the receiving Turkish institution requires the document in Turkish.
Can I use an English document directly in Turkey?
This depends on the institution and procedure. The fact that a document is in English does not automatically mean that a Turkish public authority or notary will accept it without translation.
Do company documents issued abroad need to be translated?
They may. Foreign corporate documents used for incorporation, trade registry procedures or other official corporate transactions may require Turkish translation and, depending on the document, additional certification or authentication.
Who decides whether notarization is required?
The requirements of the institution or authority receiving the document are decisive. The procedure should therefore be checked before translation and notarization are arranged.
